Buttermilk Beach Access Plan is a series of two rope ladders designed to be installed along the Governors Island promenade to provide access to Buttermilk Beach during low tide. As described in the Waterfront Alliance Maritime Activation Plan for Governors Island, tidal timing allows Buttermilk Beach, on the east side of the island facing Brooklyn and Buttermilk Channel, to accommodate at least three hours of on-beach public programming per-day for ten out of every fourteen days. Currently, there are no formal public access points allowing visitors to touch the water along the Governors Island coastline, and there is a six-foot drop from the promenade down to Buttermilk Beach.

About the Artist

Cody Herrmann is a New York City-based artist and community organizer with an interest in participatory design methods, public space, and urban resilience. Through multidisciplinary arts, community engagement exercises, and grassroots organizing, she applies an iterative, human-centered approach to environmental problem solving. Since 2014, Cody's work has revolved around her hometown of Flushing, Queens, where she has created a series of projects critiquing policy related to land use and environmental planning in areas surrounding Flushing Bay and Creek. Cody is currently a Jamaica Center for Arts and Learning Jerome Foundation Artist in Residency Fellow, and a More Art Engaging Artists Fellow. She received her MFA from Social Practice Queens at CUNY Queens College.
